Delivery and Servicing Management Plans (DSP's) enable operators to plan and manage the associated vehicle movements through routing, consolidation and scheduling, reducing emissions, congestion, and improving reliability. 

DSP's are often requested by the planning authority either at the planning application stage, or as a planning condition.  When requested at the planning application stage the DSP is typically submitted in draft, as the occupier is not always known.  When conditioned the DSP is required to be fully detailed and final.
